Financial Assurance of Investment Project in Public Sector

The aim of this bachelor's thesis is to grasp a financial assurance of projects in the public sector. In its theoretical part the possibilities of financial assurance in the case of building contract in the public sector are described. This part also defines key terms used in this subject. The second part of the bachelor's thesis, the practical one, shows the financial assurance of the particular public investment project, which already has been realized; the practical case serves as an instance of application of theoretical opportunities described above in the practical realization.

Evaluation of Economic Efficiency of Public Investment Project

This diploma thesis’ aim is to evaluate an economic effectiveness of the particular investment projects in the public sector. It describes theoretical possibilities and methods of evaluating an investment project generally (not only public one). It also deals with ways how to get financial assurance in the area of public investment. The practical part of the thesis contains the assessment of the economic effectiveness of the particular investment projects in the public sector, where theoretical approach given in the first part of this thesis is applied. The economic effectiveness was elaborated both for financial assurance of the project and for alternative funding from EU resources.

Furthermore, attention is focused on the subsidy received from the ROP southeast. In summary is given a new programming framework 2014-2020. The practical part of the thesis was to describe, analyze and evaluate the project co-financed by EU structural funds. The project was implemented within the ROP SE and tackle integrated transport in the region Breclav.

First part is dealing with theoretical informations connected to EU funds. Main part is describing and analyzing single possibilities of financing projects form EU funds. This part is describing commercial banks products, which can be used to cofinancing of projects as well. In final part am trying to create transparent and practical guide book for entrepreneur through EU funds.

The subject of this thesis is to selection of optimal variant of financing the investment engineering characters. The theoretical part is focused on the possibilities of investment financing in the public sector, the issue of public procurement, risks arising from the financing of public procurement and state engineering in the south and west Bohemia. The benefit of the practical part will specifically identify funding options researched the project and recommend the optimal variant of its financing.
